I would not recommend this book to anybody interested in Oracle 11g. It is hard to follow, it just seems to be a book of examples and not very well explained at that. I would recommend spending your money elsewhere if you get the chance.
This is a textbook and not a trade book on Oracle. It is broad and well written. There are lots of examples to practice. It explains how Oracle developers can utilize PL/SQL for client-server or Web applications.
